Pamplona/Iruña, capital of the Autonomous Community of Navarre, is a medium-sized city (211,937 inhabitants as of 1 May 2024) located in the north of the Iberian Peninsula. Due to its historical relevance and proximity to various borders, it has historically received and welcomed, and continues to do so, a plurality of cultures and populations. The citizens are characterised by a very active cultural and social life, linked to their popular movements, which have become one of the hallmarks of the city, such as the world-famous San Fermines.

In 2023, Pamplona/Iruña approved its First Plan for Cultural Diversity and Inclusive Citizenship, drawn up through a participatory process open to citizens and integrated into the city's 2030 Urban Agenda. The Agenda's Action Plan itself includes specific initiatives to promote coexistence in the city.
