Promoting free legal aid for internally displaced persons: towards legislative amendments

The Council of Europe Project “Strengthening the Human Rights Protection of Internally Displaced Persons in Ukraine” supported the Roundtable “Free legal aid provision for internally displaced persons: consolidation of the efforts of the state and the civil society” on 6 April 2016, an event initiated by the Coordination Centre for Legal Aid Provision. Among the participants of the Roundtable were the Deputy-Minister of Justice, Gia Getsadze, the Representative of the Ukrainian Parliament Commissioner for Human Rights of IDPs,  Zhanna Lukyanenko, First Deputy Director of the Coordination Centre for Legal Aid Provision, Myroslav Lavrinok, other representatives of the free legal aid system, as well as members of the Verkhovna Rada, the Presidential Administration, the Ministry of Social Policy, the State Agency on Donbas Recovery, lawyers who provide free secondary legal aid, representatives of international institutions including UNHCR and leading NGOs working with IDPs . The Roundtable aimed to support the Draft Law of Ukraine “On Amending Certain Laws of Ukraine Regarding the Facilitation of Access to Free Legal Aid and Improvement of Quality of Free Legal Aid” developed by the Ministry of Justice, and in particular the inclusion of IDPs as a distinct category eligible for free legal aid under the law. Proposed legislative amendments will promote access to secondary free legal aid to all IDPs and those applying for registration as IDPs, significantly facilitating access to justice for this population.
