The Council of Europe’s Action Plan for Ukraine 2015-2017 was launched by the Secretary General, Thorbjørn Jagland and Ukrainian Foreign Minister, Pavlo Klimkin in Kyiv on 18 March 2015.

The Action Plan is a joint initiative of the Council of Europe and the Ukrainian authorities and it addresses human rights, democratic governance, reform of the judiciary, economic crime, constitutional reform and functioning of democratic institutions in Ukraine.

Verena Taylor, Director of ODGP, underlined at the launch that “Though there are many international actors presently in Ukraine, only the Council of Europe Action Plan for Ukraine concentrates on treaty-based commitments and standards where we have the experience and expertise to gain results in priority areas.”
