Excessive length of judicial proceedings in the Western Balkans - Conference on the harmonisation of judicial practice

On 2-3 June, the Execution Department participated in the regional conference Harmonisation of judicial practice: length of proceedings – standards and case law which was organised in Skopje by the Supreme Court of the Republic of North Macedonia in co-operation with the European Union and the Council of Europe.

The conference aimed to foster an open and constructive, peer-to-peer exchange of views and good practices in the functioning of domestic remedies for excessive length of judicial proceedings but also regarding the specific challenges in their application by judges, including in the proceedings on restitution of property and enforcement of final judicial decisions.

The Conference brought together around 70 representatives from the Supreme, Constitutional and Appellate courts from Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia and Serbia. The speakers included current and former judges of the European Court, representatives of the European Court’s Registry and the Execution Department as well as the Council of Europe experts.

The Conference was organised within the action “Initiative for Legal Certainty in the Western Balkans”, implemented in the framework of the joint programme of the European Union and Council of Europe “Horizontal Facility for Western Balkans and Turkey-Phase 2019-2022”.

All reference to Kosovo, whether to the territory, institutions or population, in this text shall be understood in full compliance with United Nations Security Council Resolution 1244 and without prejudice to the status of Kosovo.
