The High Commissioner for Human Rights in the Russian Federation submitted to the Committee of Ministers her first communication on Svinarenko and Slyadnev where the Court held in July 2014 that the applicants’ confinement in a metal cage in the courtroom during criminal proceedings amounted to degrading treatment.
The Commissioner noted with interest the recent draft legislation tabled at the State Duma to amend the Code of Criminal Procedure, introducing a prohibition to use metal cages in courtrooms and expressed her support for this initiative.
The above group of 16 cases is planned to be examined by the Committee of Ministers during its next Human Rights meeting to be held from 4 to 6 June.
