On 10-11 February, the Execution Department organised a webinar for the legal staff of the Registry of the Constitutional Court of Ukraine. The aim of the webinar was to share knowledge and to allow the Registry to gain a deeper understanding of the work of the Committee of Ministers and the supervision process as a whole. It focussed on the key role of Constitutional Courts in both the implementation of the European Court’s judgments and human rights protection at the domestic level. The webinar followed a number of previous meetings between the Council of Europe and the Constitutional Court of Ukraine on matters related to execution of the European Court’s judgments, most recently during a visit of a high level delegation of the Council of Europe to Ukraine in November 2021.
The first day included a presentation from the Registry of the European Court as well as an overview of the practice and procedures of the Committee of Ministers, the Ukrainian cases pending and a presentation on the key tools to access Council of Europe resources. The second day was dedicated to in-depth discussions on common issues which are or have been on the agenda of both the Committee of Ministers and the Constitutional Court of Ukraine (non-enforcement of domestic judgments (Zhovner/Ivanov/Burmych v. Ukraine group of cases), judicial and prosecutorial independence (Oleksandr Volkov v. Ukraine group and Lutsenko/Tymoshenko v. Ukraine cases), liberty of movement (Ignatov v. Ukraine group) and life imprisonment without a review possibility (Petukhov No. 2 v. Ukraine group)).
