Implementing European Court of Human Rights judgments

The Council of Europe’s Committee of Ministers is holding its quarterly meeting to oversee the execution of judgments and decisions from the European Court of Human Rights in Strasbourg from 8 to 10 March. Cases proposed for detailed examination concern Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Bulgaria, France, Georgia, Greece, Hungary, Iceland, Italy, Lithuania, Malta, Poland, Romania, the Russian Federation, Serbia, Turkey, Ukraine and the United Kingdom.

Decisions taken by the Committee of Ministers during the meeting will be published on the Council of Europe website after the meeting has ended. Under Article 46 of the European Convention on Human Rights, judgments from the European Court of Human Rights are binding on the states concerned. The Committee of Ministers oversees the execution of judgments on the basis of information provided by national authorities, applicants, NGOs, National Human Rights Institutions (NHRIs) and other interested parties.

On 25 February 2022, the Committee of Ministers decided to suspend the rights of representation of the Russian Federation in the Council of Europe due to its aggression against Ukraine. The Russian Federation remains a party to the European Convention on Human Rights and under the obligation to implement judgments of the European Court against it. Therefore, Resolution CM/Res(2022)1, adopted by the Committee of Ministers on 2 March 2022, stipulates that the Russian Federation may continue to participate in the Committee’s meetings on the execution of the Court’s judgments with a view to providing and receiving information concerning judgments to which it is a party only, without the right to vote or take part in the adoption of decisions.
