Republic of Moldova: Third meeting of the Advisory Council of the Government Agent

On 24 May, the Department for the Execution of Judgments participated in Chișinău at the third meeting of the Advisory Council of the Government Agent of the Republic of Moldova. The Advisory Council is composed of the Government Agent and representatives of the relevant national authorities, the Ombudsperson, academia and civil society. Its main goal is to contribute to timely and effective implementation of the European Court’s judgments concerning the Republic of Moldova, through co-ordinated action of all national actors concerned and by ensuring the necessary support at the highest political level.   

At its third meeting, the members of the Advisory Council discussed a number of issues pending before the Committee of Ministers, notably poor conditions of detention (I.D.), lack of or inadequate medical care during detention (Cosovan), the general measures in cases concerning ill-treatment or torture in police custody (Levința) as well as the European Court’s recent judgement in the case of V.I. which discloses a systemic problem of involuntary placements in psychiatric hospitals and psychiatric treatment of children with intellectual disabilities and without parental care.

Furthermore, the Advisory Council discussed two cases recently communicated by the European Court, potentially giving rise to future issues.

The event took place within the framework of the Council of Europe Project “Strengthening the Human Rights Compliant Criminal Justice System in the Republic of Moldova” implemented by the Co-operation Programmes Division of the Council of Europe.
