On 19 and 20 June, the Director of Human Rights and the Department for the Execution of Judgments carried out a mission to Paris, organised in co-operation with the Permanent Representation of France to the Council of Europe, to discuss several French cases currently being executed before the Committee of Ministers.
Meetings were held with representatives of the competent authorities (the Ministry of Europe and Foreign Affairs, the Ministry of the Interior and Overseas Territories, the Ministry of Justice and the Directorate General of Social Cohesion) to discuss the status of execution of the following cases: H.F. and Others (concerning the safeguards against arbitrariness to be provided when examining requests to repatriate French women and children from Syria); Moustahi (concerning the administrative detention and collective and expeditious expulsion of foreign minors from Mayotte and the lack of an effective remedy); Khan (concerning the care of isolated foreign minors in the Calais region); and groups of cases: M.A. (concerning the effective possibility of applying to the European Court for interim measures and compliance with these measures), M.D. and A.D. (concerning the administrative detention of families with minor children) and K.I. (concerning removals of Chechen nationals to the Russian Federation).
The delegation also met national human rights institutions: the National Consultative Commission on Human Rights, the Human Rights Defender and the "Contrôleur général des lieux de privation de liberté", as well as several CSOs and lawyers who have already submitted communications to the Committee of Ministers on the status of execution of the above-mentioned cases.
