Fiona O'Loughlin is a member of the Irish Senate. She currently serves as Chair of the Oireachtas Women’s Caucus, and Head of Irish delegation to the Parliamentary Assembly of the Council of Europe. She previously served as a Councillor, Mayor, member of the Committee of the Regions, and was the first ever female elected deputy for her native Kildare.  

Ms O’Loughlin was rapporteur on the 4th Summit for a renewed, improved and reinforced Council of Europe. Rec. 2245 (2023) called on European leaders to reaffirm their unity around common values and their unfaltering commitment to multilateralism based on international law. In this text, the Assembly also affirmed that, while expressing firm support for Ukraine and ensuring accountability of the Russian Federation, the Summit should provide a new strategic vision and a forward-looking agenda for the Organisation, putting people’s interests and expectations to the forefront of its mission. 
Ms O’Loughlin is also Vice-President of the Assembly ALDE group and first Vice Chairperson of the Assembly’s Committee on Culture, Science, Education and Media. 

Formerly working in the area of Education, she is a passionate advocate for equality and inclusion, and has always fought for equal rights. From marriage equality for the LGBTQI+ community, to supports for those living with disabilities, to championing women’s issues- her career has been one of advocacy. She brings this experience and her tenacious spirit to the Irish Senate and the Council of Europe in the hope of effecting positive change.
