Gudrun Mosler-Törnström, President of the Congress of Local and Regional Authorities, met the President of the Parliamentary Assembly Liliane Maury Pasquier on the occasion of a debate on "the role of national parliaments in the success of decentralisation processes", held during the Assembly's Session. The two Presidents underlined their willingness to contribute to further strengthening cooperation between the two political assemblies of the Council of Europe. Gudrun Mosler-Törnström signed the Assembly's guest book, stressing that "democracy cannot be limited to one level of government alone, it must be exercised at all levels of governance. That is why the joint work of the Parliamentary Assembly of the Council of Europe and the Congress of the Council of Europe is essential for the vitality of European democracy." She also recalled the historical link between the two Assemblies, since the Congress traces its origins to a 1957 initiative of the Parliamentary Assembly.
