A nine-member Parliamentary Assembly (PACE) delegation, led by Oleksii Goncharenko, will observe the conduct of the early parliamentary elections on 9 June. The delegation will meet the team of election experts from the OSCE’s Office for Democratic Institutions and Human Rights (ODIHR), leaders or representatives of political parties and coalitions, the Chairperson and members of the Central Election Commission, as well as representatives of NGOs and the media, before observing the ballot.
The delegation will issue a statement the day after the elections, Monday 10 June.

On 11 June, he will participate in a conference in Berlin on the recovery, reconstruction, reform, and modernisation of Ukraine. The European Court of Human Rights will deliver its ruling in the case of Nealon and Hallam v. the United Kingdom at a public hearing (11 am).
The case concerns the rejection of the applicants’ claims for compensation for a miscarriage of justice after their convictions had been quashed when new evidence had undermined the cases against them. The statutory scheme for compensation for miscarriages of justice in the Criminal Justice Act 1988, as amended by the Anti-Social Behaviour, Crime and Policing Act 2014, provides for compensation for a miscarriage of justice only where a new or newly discovered fact shows beyond reasonable doubt that the person concerned did not commit the offence. The applicants argue that the statutory scheme was incompatible with Article 6 § 2 because it required them to “prove” their “innocence” in order to be eligible for compensation.

A regional conference will close the Joint EU/CoE Central Asia Rule of Law Programme. It will review the results achieved lessons drawn from four years of co-operation under the programme. Central Asian partners, representatives of the European Union and of the Council of Europe will also discuss the Programme’s added value and needs for future co-operation in the region.
The event will be open to the media from 2.30 pm (local time) upon preliminary registration. A press point with the Council of Europe and EU representatives is also scheduled from 2 to 2.15 pm.

A conference on the theme “Exploring effective approaches to rehabilitation in criminal justice: international insights” will bring together professionals and experts from different countries.
Organised under the projects “Strengthening the Protection of the Rights of Persons in Detention” and “Strengthening the Probation Service in Armenia” in co-operation with the Council of Europe’s drugs policy expert body, the Pompidou Group, and the Confederation of European Probation, the conference aims to foster insightful discussions and share international perspectives on rehabilitation practices in the view of the key goals for criminal justice systems worldwide increasing public safety and reducing recidivism rates.

Meeting in plenary, the Lanzarote Committee (the Committee of the Parties to the Council of Europe Convention on the protection of children against sexual exploitation and sexual abuse) will examine the progress of its monitoring work related to the protection of children against sexual abuse in the circle of trust, including child consultations, as well as survey of data collection mechanisms regarding child sexual exploitation and sexual abuse.
The Committee will also consider a draft Opinion on statutes of limitations in respect of sexual offences against children and its explanatory note.

The European Court of Human Rights will be holding a Grand Chamber hearing in the case of Ukraine and the Netherlands v. Russia (9.15am).
The case concerns complaints about the Russian military operations in Ukraine since 24 February 2022 and the conflict in eastern Ukraine involving pro-Russian separatists which began in 2014, including the downing of Malaysia Airlines flight MH17.

A Regional Roma Housing Conference will be organised with the support of the EU/CoE Joint Programme “Roma Integration-Phase III”. The event serves as a pivotal platform for addressing the multifaceted challenges surrounding housing conditions, housing inequality, and discrimination faced by Roma communities in the Western Balkans and Türkiye. Stakeholders, policymakers, activists, experts, and community leaders will gather to discuss actionable strategies for improvement in housing conditions, legalisation, implementation of adequate policies and the efficient use of EU and national funds to enable access to adequate and desegregated housing for the Roma communities.

The Young Citizens Forum will bring together some 150 secondary school students from the Bas-Rhin and Haut-Rhin for a democratic experience during which they will contribute to the national consultation of the French Defender of Rights on the right to a healthy environment. As part of its 60th anniversary celebrations, the European Directorate for the Quality of Medicines & HealthCare (EDQM) will open its doors to the public from 1.30 pm to 6 pm (Allée Kastner).
Also known locally by its former name, the “European Pharmacopoeia”, the EDQM promotes and protects human and animal health by developing and helping to put into practice not only quality and safety standards for medicines, blood donation and tissue, cell and organ transplantation, but also cosmetics and other products we use on a daily basis. It traces its origins and statute to the Convention on the Elaboration of a European Pharmacopoeia, signed in 1964.
