This year's Congress greeting card highlights respect for human rights as a key element of good local and regional governance. Convinced that local authorities have an essential role to play in this field, the Congress has produced the Congress Human Rights Handbook, the first volume of which, published in November 2018, focuses on the right to non-discrimination towards three groups: refugees, asylum seekers and migrants; Roma and Travellers; and LGBTI persons. In particular, it presents the role that local authorities can play and gives examples of good practice in more than 25 Council of Europe member States.
