Statutory Forum
The Statutory Forum acts on behalf of the Congress between sessions and is convened upon decision by the Bureau of the Congress.
The Statutory Forum comprises the Presidents of all national delegations and the members of the Bureau. The outgoing president, the chairs of committees and the presidents of political groups participate without voting rights.
All the recommendations and opinions to be addressed to the Committee of Ministers and/or the Parliamentary Assembly as well as the resolutions addressed to the local and regional authorities as a whole shall be adopted by the Congress during the sessions, or by the Statutory Forum. The meetings of the Statutory Forum are public.
