Zurück Capacity building on diversity: City staff and Police

Purpose:

The training of the staff of this City Council is seen as a tool for raising awareness, as it contributes to broadening knowledge, tools and resources aimed at effectively managing diversity in all the competencies of the local administration that affect the citizens.

Stimulus/Rationale:

Valladolid City Council assumes, through its Intercultural Citizen Coexistence Plan (2019-2023), the leadership and political commitment in the respectful discourse with diversity, understanding this as an opportunity for the progress of society. Respect for diversity is embodied in a cross-cutting approach applicable to any instrument, action or public discourse, which reinforces citizens' knowledge and trust.

Process:

In order to build capacity and raise awareness of particular groups, as the Police, the City Council has established a collaboration with the the Platform for the Police Management of Diversity.

The Platform, created in mid-2010, is made up of different social entities (Procomar Valladolid Acoge, ACCEM, Fundación Secretariado Gitano, Fundación CEPAIM, Movimiento Contra la Intolerancia, Plena Inclusión, etc.) and police organisations (UNIJEPOL). Since 2015, it is managed by Secretariado Gitano and receives support from the Open Society Foundation.

The Platform was set up to raise awareness about diversity among security forces so as to promote changes in police institutions, namely when it comes to their policies, training offers, data collection practices or protocols.

The City Council, in cooperation with the Platform, organised a training session on diversity management targeting the national police. It aimed at ensuring that, when it comes to the work of the public security forces, the rights of all citizens are respected and they are treated equally, regardless of their sex, race, religion, abilities, etc.

Valladolid City Council, committed to improving the management of diversity in the city, has developed various training and information activities aimed at municipal staff in different areas. These actions have also involved the municipal police:

  • Seminar on the management of religious diversity with the participation of 16 people.
  • Workshop on understanding community conflict and intervention strategies with the participation of 23 people.
  • Course on diversity management in citizen services with the participation of 20 people.
  • Course on international protection matters in Spain with the participation of 24 people.
  • Seminar on the management of police diversity in 2021 with the participation of 20 municipal police officers.
  • Seminar on diversity policing in 2022 with the participation of 19 municipal police officers.
