The Council of Europe is implementing the Roma Integration III Joint Programme in partnership with the European Union to strengthen the capacity of governments in the Western Balkans and Türkiye to address challenges faced by Roma communities. This initiative includes developing and implementing public policies across various sectors, including housing, employment, education, and combating antigypsyism.
As part of this programme, the Council of Europe is launching a competitive bidding procedure for a framework contract for consultancy services aimed at creating media content, assets, and guidelines to promote the positive portrayal of Roma in the media and combat antigypsyism.

The contract is expected to be implemented by 31 March 2026, with tenders due by 18 December 2024, 23:59 CET. Within the framework of the Joint European Union/ Council of Europe Programme ROMACTED Phase II on “Promoting good governance and Roma empowerment at local level”, the Call for Proposals for the Support Organisations is now published.
The Joint European Union/ Council of Europe ROMACTEDII Programme will be a natural follow-up to the implementation of Phase I of the ROMACTED Programme in the Western Balkans and Turkey (2017-2020), which will serve to consolidate and expand efforts to improve the integration of Roma populations in local communities through enhanced participation in local policymaking and implementation of local actions. ROMACTEDII will continue to assist the local authorities to integrate Roma specific dimensions/measures into the mainstream local policies, action plans related to these policies, budgets and public service delivery, thereby enhancing democratic participation and empowerment of local Roma communities.
The Council of Europe will be assisted in the implementation of the ROMACTEDII Programme in the Beneficiary by a Support Team. The Council of Europe is currently implementing the Strategic Action Plan on Roma and Travellers Inclusion (2020-2025) which translates the strategic objectives of the organisation regarding the protection and promotion of human rights, democracy and the rule of law into a policy framework for the social and intercultural inclusion of Roma and Travellers in Europe. The Plan provides a framework that is flexible and adaptable to country-specific conditions, serving as a roadmap and practical tool for the design, implementation and adjustment of programmes and actions.
In that context, it is looking for a Provider for the provision of consultancy (expert) services for developing a position paper on quality and inclusive education for Roma and Travellers communities within the framework of the Strategic Action Plan. The Council of Europe within the framework of its Thematic Action Plan on the Inclusion of Roma and Travellers (2016-2019) and its updated Strategy for the Rights of the Child (2016-2021) is implementing activities for the development of child-friendly campaign materials to further develop its Dosta! campaign “Go beyond prejudice, meet the Roma” (www.dosta.org). In that context, it is looking for Provider(s) to produce a child-friendly video clip of approximately 2 minutes, while respecting the age set for the targeted audience (15-17-year-old children) and specific requirements indicated in the call for tenders (see also Concept Outline for Video Spot/Clip in the Annexe). The expected video clip/spot will be used as a campaign tool and will be distributed through joint efforts of the Roma and Travellers Team and Children’s Rights Division. This distribution will be made through websites and social media and will be provided to both the Ad Hoc Committee for the Rights of the Child (CAHENF) and the Ad Hoc Committee of Experts on Roma and Traveller Issues (CAHROM). It will also be used as part of the training material for the child-friendly DOSTA! campaign toolkit and be used in formal and informal educational settings to address discrimination, anti-Gypsyism and stereotypes towards Roma children.
BACKGROUND
"Dosta", a word in a variant of the Romani language meaning "enough", is the title of an awareness raising campaign, launched by the Council of Europe aimed at bringing non-Roma people closer to Roma citizens by breaking down the barriers caused by deeply rooted prejudice and stereotypes.
The Dosta! campaign is a response to the need to combat the distinct racism, discrimination and intolerance that many Roma face in Europe today, despite the fact that Roma have lived in Europe since the 13th century. The various tools and resources developed so far for the campaign, address an adult audience and include videos, radio clips, exhibitions, awards, and a Dosta! toolkit to combat anti-Gypsyism and discrimination, fight prejudice and stereotypes and raise awareness among the general population about Romani culture, language and history.

DESCRIPTION OF THE TASK
Produce a child-friendly video clip for the Council of Europe’s DOSTA! Campaign, taking into account the recommendations in the Concept Outline below. The material will be distributed through joint efforts of the Roma and Travellers Team and the Children’s Rights Division. This distribution will be made through websites and social media and will be provided to both the Ad hoc Committee for the Rights of the Child (CAHENF) and the Ad hoc Committee of Experts on Roma and Traveller Issues (CAHROM). It is expected that this material will be translated, in due time, into non-official languages of the Council of Europe, including Romanes.
CONCEPT OUTLINE
Two child friendly video clips were developed in 2018 for children between 6-14 years of age as part of the child friendly consultations project.
1.I am not quite sure about the format you are requesting for this clip. When you say “real people / real life setting” do you mean fiction or documentary?
Answer: In comparison to the previous two videos clips which were animated, it would be appropriate to have this video with real children and adults taking into account the target audience of 15-17 year olds. This video clip will form part of a child friendly campaign to combat negative stereotypes and prejudices against Roma. Therefore, it is neither exclusively fiction nor documentary in approach but rather where Roma and non-Roma children can come together and discuss this topic and campaign against anti-Gypsyism.
2. It would be great to shoot real kids talk about the issues but in this case could you provide access to Roma and other kids at this age group who would give their consent (them and their parents) to participate? I think if this is done with actors it would look very fake.
Answer:
During the child consultations which took place in Albania, Hungary and Spain in 2017, over 70 Roma and non-Roma children took part in the mini training-consultations to gather the views of the children. It would be appropriate to contact the 3 NGOs that conducted the consultations to locate the children that we initially involved and to get them involved. Answer: Yes, either approach would be an acceptable tender. In terms of what would be viewed as a ‘fictional’ approach and what would be viewed as a ‘documentary’ approach, please find some examples below:
In the above videos, children’s voice overs have been used which is perhaps a better way to film once and then use French and English voice overs. In the second video no voices have been used at all.

The factsheets aim to provide basic information on the history and culture of the Roma for a wider audience including teachers, students, decision-makers, experts working on topics related to Roma and all others interested in Romani culture and history.
This activity is part of the implementation of Recommendation (2009)4 on the education of Roma and Travellers in Europe of the Committee of Ministers of the Council of Europe. Drawing up fact sheets to assist with the training of teachers ties in directly with several of the priorities set out in the Recommendation, in particular with regard to Section III. Curriculum, teaching material and teacher training
17. Romani history and culture should be appropriately reflected in the general curriculum, including teaching about the Roma extermination as part of the Holocaust/genocide of Roma.

The work related to education is designed from the intercultural education angle and sets out to provide teachers with the necessary training to deal with culturally diversified pupils; the material relating to the history and culture of the Romani people may be used by all teachers and especially, but not exclusively, by those with Romani children in their classes. The factsheet presentation has been devised with this idea in mind. Each factsheet has an educational use as a means for teacher training, and is also a means of providing information and promoting awareness both for Romani people and other interested users. It must be a tool promoting knowledge, communication, understanding and mutual respect among the different communities. Consequently, the sheets have been drafted so as to satisfy the dual requirement of clarity for as many users as possible, as well as and content quality.
There are several types of factsheets: multi-discipline or global sheets aimed at improving understanding of Romani issues in a broad European context and, for reasons of educational curriculum and more localised interests, national or regional factsheets for individual member states. For instance, a fundamental theme such as the Nazi period in Romani history is covered by complementary “European” factsheets and specific national ones. Some factsheets may concentrate on a specific event of general importance in the history of the Romani people, such as the period of slavery in the Romanian principalities or the Great Gypsy Round-up in Spain.
The factsheets currently cover four main areas: history, culture, language and literature. A number of series are scheduled for each of these main areas, with a set of factsheets, for example in the area of history on origins; policies; the Holocaust period (in Europe as a whole and state by state); factsheets for each state, comprising a section on history right from the earliest archives attesting to the presence of Roma in the state in question, and another on contemporary history, specifying the size of the Romani population, their geographical distribution and their political situation; a series on famous Romani figures; arts and crafts activities; and dwellings. When compiled together, the factsheets will form an encyclopaedia of Romani history, culture and politics which can be further developed.
The need for quality
Romani history and culture are often unknown to both the general public and educational staff; many deep-rooted prejudices and stereotypes subsist in this field.
The themes addressed are highly sensitive for both the Romani people themselves and their environment; great circumspection is therefore required in this area, and the documents produced must, as far as possible, be of impeccable quality.
This presupposes enlisting the services of qualified experts to deal with specific items included in the factsheet preparation and production programme.
Furthermore, each factsheet must be proofread/reviewed before dissemination.
Technical specifications
Factsheets should have an informative character, be written in a popular scientific style and provide an overview of the selected topic based on relevant academic literature. Although based on the best scientific expertise available, the factsheets do not aim to provide an overall scientific and critical description of Romani history and culture.
This call targets experts in Romani studies who aim to create new factsheets on Romani history and culture within the pre-defined framework and structure given by the existing factsheets (see: http://romafacts.uni-graz.at). Proposals for new factsheets will be peer-reviewed.
In addition, suggestions for the correction of existing factsheets on history and culture are welcome. Demands for substantial changes will also be peer-reviewed. In case of positive reviews, the necessary amendments will be implemented by the editorial team.[1]
Information for Contributors
Submission process
Prior to the production of a factsheet, authors are asked to provide the following information:
the title of the factsheet and its general topic (culture or history);
the number of the factsheet within the given structure (see website);
a brief summary of the factsheet in English (ca. 300 words);
a bibliography of literature relevant to the factsheet.
Proposals have to be submitted via email to roma.team@coe.int not later than 31 May 2019.
The outcome of the review should ideally be communicated within one month after receipt of the proposal. In case of positive reviews the author will receive a consultancy contract to produce the respective factsheet under the following conditions:
Length
Please adhere to one of the following limits on length, taking into account that the number of characters includes also the list of literature and a brief (one paragraph) abstract of the factsheet.
2-page factsheet: 7 000 to 7 500 characters including spaces + 3 illustrations (at least);
4-page factsheet: 14 500 to 15 000 characters including spaces + 6 illustrations (at least);
8-page factsheet: 29 000 to 29 500 characters including spaces + 12 illustrations (at least).
Even though the above limits will be followed, authors may be asked to slightly extend or shorten their manuscripts or provide additional illustrations in order to fit the layout of the factsheets.
The author’s remuneration for an illustrated factsheet written in proper English and in compliance with the aforementioned guidelines will amount to €50 (fifty euros) per page; an acknowledgement rather than a fee.
Illustrations
Factsheets must be illustrated by images (e.g. a map, photo, table, figure, graph, etc.) and/or text illustrations (e.g. Romani text sample, quotation etc.). Images must have high resolution (at least 250 dpi) and must be submitted separately from the document file. Illustrations must be numbered consecutively and provided with captions.
Terminology
Please use the term ‘Rom-‘ according to the following rules:
Roma as plural noun for members of the group; e.g. the Roma who live in...; the Roma are a group of..., etc.
Rom as singular noun denoting a ‘Romani man’;e.g. the oldest Rom in town is…, etc.
Romni as singular noun denoting a 'Romani woman' with the plural Romnija; e.g. the oldest Romni in the village is ..., etc.
Romani as an adjective, e.g. Romani community, Romani language, Romani culture, Romani children, etc.
Romani as the name of the language, e.g. they speak Romani; Romani is not spoken in the village any longer, etc.
Format and style
You must adhere strictly to the format as set out in the style sheet which will be submitted with the consultancy contract.
[1] The factsheets on Romani literature will be expanded in a future stage which will also aim to include Romani music. The factsheets on Romani language remain unchanged for the time being.

The Council of Europe is currently commissioning an external evaluation of the JUSTROM2 Joint Programme.
The evaluation serves the main purpose of assessing the effectiveness and potential impact of the JUSTROM programme during 16-month implementation period. It will contribute to further improving the orientation and approach of the Council of Europe and the European Commission under the JUSTROM joint programme and possibly beyond on activities related to access to justice.
