Within the framework of the joint “Support Independent Bodies in Tunisia (PAII-T)” project, co-financed by the European Union and the Council of Europe and implemented by the latter, the Council of Europe accompanies the establishment of independent bodies in Tunisia provided for by the 2014 Constitution as well as other independent non-constitutional bodies and provides them with the technical, financial and logistical support necessary to carry out their mandates and statutory duties in full independence.
One component of the project focuses on supporting the National Authority for Access to Information (INAI) and the effective implementation of the right of access to information in Tunisia. In this perspective, INAI has adopted a five-year strategic plan (2019-2023) in which its next interventions and actions with its direct and indirect beneficiaries are included, having as objectives
- the dissemination of the culture of the right of access to information in partnership with public institutions, civil society components and cooperation organizations;
- Strengthening the monitoring system of organizations subject to the provisions of the law on the right of access to information;
- improving the governance and internal management of the body;
After the realization of a thorough audit mission by a company expert in the field, the Council of Europe wishes to call upon an IT development company for the reinforcement of the IT infrastructure of the INAI Data Center (sizing 13 VMs: 146 GB RAM, 48 cores etc.) and this through the acquisition of the adequate IT equipment (hardware) allowing the effective operationalization of the Forum, in accordance with the technical specifications of the services and deliverables described in the price table (Annex I) forming part of this consultation. The mission will be carried out in close coordination with INAI and under the supervision of the Council of Europe. INAI, as the final beneficiary, will receive ownership of the equipment from the Council of Europe, in accordance with the terms and conditions described in Section C of the Contract Agreement (see attached). The minimum requirements for the services to be provided are defined in the tender documents and the price table (Annex I) including the technical specifications.
