Fake news and Information in the digital era at Strasbourg university

On 22 September 2023, Patrick Penninckx, Head of the Information Society Department of the Council of Europe, made a presentation entitled “Fake news and Information in the digital era” to the Students of the Strasbourg University. The presenter outlined the multiple challenges brought by the latest digital developments, including propaganda, fake news and hate speech, electoral manipulation, the deep fakes, and the impact of these phenomena on the society in general and on individuals. He then explained who the main actors are to support citizens in dealing with these challenges, such as states and their regulatory authorities, digital platforms and internet companies, journalists and media outlets, the judiciary, the civil society and the education system etc. He spoke also about the war in Ukraine, specifically the propaganda, hate speech and the instrumentalization of media. He then presented the multiple Council of Europe initiatives and instruments to tackle information disorder, strengthen public service media, cooperate with digital partners and enhance digital literacy.
