Participating organisations
Sitra is a future fund that collaborates with partners from different sectors to research, trial and implement bold new ideas that shape the future. Our aim is a Finland that succeeds as a pioneer in sustainable well- being. Sitra’s IHAN® project aims to build the foundation for a fair and functioning data economy. The main objectives are to create a method for data exchange and to set up European level rules and guidelines for ethical use of data. The Elements of AI course is a free online course offered by the University of Helsinki and Reaktor. It is aimed at students and professionals in their own field of work. The purpose is to provide ways to understand how artificial intelligence will affect our future life.
The University of Helsinki Legal Tech Lab is a research hub that examines law, technology and society. The Lab’s objective is three-fold: to define what legal digitalisation in its various forms truly means, to develop best practices for sustainable digitalisation and to experiment with new technological tools. Since its creation in 2016, the Lab’s work has strongly emphasised the need to make law more accessible to everyone, and to establish a network for debates on legal tech. The Technical Research Center of Finland (VTT) has its strategy is to drive sustainable growth and tackle the biggest global challenges of our time and turn them into growth opportunities. It goes beyond the obvious to help the society and companies to grow through technological innovations. VTT has over 75 years of experience of top-level research and science-based results.
One of the city’s new networks is the Artificial Intelligence Programme, led by the Ministry of Economic Affairs and Employment. One of the programme’s key goals is the promotion of responsible AI, and it has launched an ethics challenge to further this aim.
Espoo is also involved in the Ethics Certification Program for Autonomous and Intelligent Systems (ECPAIS) launched by the world’s largest technical professional organization IEEE. Espoo is one of the project’s founding members. The project aims to establish internationally recognised processes and certificates for the ethical use of artificial intelligence. The first certificates are expected to see daylight in 2019.
Helsinki strives for being the most functioning city in the world. To achieve this goal we need to make the best use of digital technologies. Helsinki is increasing skills for utilizing AI by experimentation and training. City is collaborating with other cities to define ethics for using AI. Helsinki will share experiences on using text mining for creating better understanding of the citizens’ service feedback, opinions and ideas.

We’re passionate on enabling third parties create and operate their own services on top of our platform.Saidot.ai is a start-up which is trying to solve the ethical problems of artificial intelligence. Saidot offers a transparency and accountability platform for AI applications. The Saidot platform provides identities for AI applications, enabling transparency, accountability and trust in the whole AI supply chain.
Valohai is deep learning management platform with automate deep learning infrastructure, version control and pipeline coordination. Valohai is the go-to solution when machine learning products require 100% audit trail. In order to build fair intelligent solutions the development work needs to be transparent and that's what Valohai offers: transparency. The platform automatically stores machine learning specific aspects like training data, code, and ready model. This makes data scientists work efficient since they can concentrate on the actual model building instead of manually keeping track of their work.
Valohai offers virtually unlimited computing power, with a push of a button, and allows data scientist to run multiple trainings on parallel.
ANOPPI-project (Finnish Ministry of Justice)
The project Anoppi produces tools for (semi)automatic anonymization/pseudonymization and content description of documents that contain personal data, e.g. court decisions. The tools are developed by using the methods of language technology and machine learning.
In the project, the tools ANOPPI (anonymization tool) and APPI (software for content description) are implemented in Finnish judiciary, in order to intensify anonymization/pseudonymization of court decisions, and to enhance accessibility to case law. Results of the project are based on open source code and are, therefore, widely applicable.
The wider accessibility of court decisions improves transparency of our legal system and increases citizens’ legal protection. Availability of those documents, especially as an open data, is important to jurisdiction research, too.
The project Anoppi is coordinated by the Ministry of Justice and is carried out in cooperation with Helsinki Centre for Digital Humanities (HELDIG), Aalto University and Edita Publishing Ltd. The project is funded by the Ministry of Finance’s special funding for projects that aim to increase productivity by means of robotics, analytics and artificial intelligence.

Microsoft Cognitive Services is a collection of Representational State Transfer (RESTful) intelligent application program interfaces (APIs) that allow systems to see, hear, speak, understand, and interpret people’s needs by using natural methods of communication. Developers can use these APIs to make their applications more intelligent, engaging, and discoverable. With Cognitive Services, developers can easily add intelligent features—such as emotion and sentiment detection, vision and speech recognition, knowledge, search, and language understanding—into their applications. The collection of APIs will continuously expand, adding new APIs and improving existing ones.
Pravoved.ru Lab ltd
Pravoved.ru is a Russian legal tech company. Since 2011 we create technologies to make law accessible. Company’s main projects are the largest legal marketplace in Europe Pravoved.ru and the first robot-lawyer. At the end of 2017 company launched AI - based robot Fedor Neuronov to help people to protect their rights. Robot -lawyer is capable of understanding questions written in plain-language and of giving a detailed legal advice in a fraction of a second. Robot-lawyer has already helped 8 000 people on the legal marketplace. This technology is a winner of international legaltech competition Legal Geek Moscow. Robot-lawyer may work with any language and legislation system.
