On September 17-18, 2018, members and participants of the Expert Committee on human rights dimensions of automated data processing and different forms of artificial intelligence (MSI-AUT) met in Strasbourg for the second time. During animated discussions over two days, they reviewed first outlines prepared by rapporteurs of a draft recommendation on the human rights impacts of algorithmic systems; a draft declaration on the manipulative capabilities of algorithmic processes; and two draft studies: on the concept of responsibility for AI decision-making systems within a human rights framework and on jurisdictional issues in the application of defamation laws in Council of Europe member states.
Jan Kleijssen, Director of Information Society - Action against Crime Directorate, informed participants about the growing importance of artificial intelligence related developments as one of the key transversal issues of the organisation in the years to come, and of the launch of a dedicated AI website.
The MSI-AUT expert committee will reconvene in Spring 2019.
