An “Evaluation Report on the Guardianship System for Children in the Context of Migration in Türkiye” offers an in-depth analysis of the country’s public guardianship system and proposes 11 recommendations for improvement to support its effective functioning.
Developed with the expert support from the European Union and Council of Europe joint action “Strengthening the Human Rights Protection in the Context of Migration in Türkiye”, the report delineates the existing international and European human rights standards for an effective guardianship system and analyses Türkiye’s guardianship system on the basis of these standards. It identifies gaps and proposes, inter alia, legislative changes related to the employment and responsibilities of guardians, stronger national and international cooperation, and prioritisation of children’s best interests and their right to be heard during the relevant procedures.
The report also features a compliance checklist to help measure the existing guardianship system’s alignment with human rights standards, providing a valuable tool for policy and practice improvement.
