Call for Tender – Collection and processing of data through desk research, meetings, surveys and focus group discussions (SC119/2022)

The Council of Europe is currently implementing a Project on Enhancing the Disciplinary and Reward Procedures for Prisoners in Türkiye which aims to contribute to a safer society that provides full protection of the rights and dignity of persons deprived of their liberty. As such, the Project is expected to develop and ensure the application of a standardised and efficient discipline and reward system that contributes to prisoners’ rehabilitation through numerous activities to be implemented under the following three components:

  1. revising and strengthening the relevant legislative framework governing the discipline and reward procedures for prisoners,
  2. producing advanced tools to facilitate the unified application of discipline and rewards system in the country and,
  3. enhancing the capacities of prison directors and staff on the application of discipline and reward procedures.

In this context, the Council of Europe is looking for a Provider for the collection and processing of data through desk research, meetings, surveys and focus group discussions. The details of the tendering procedure can be found in the Terms of Reference, which has been linked below.

Assessment of offers

Eligibility criteria

  • Registration as a company in accordance with the applicable legislation,
  • Minimum 3 years of experience in providing similar research/deliverables with a list of deliverables/research in the last three years,
  • Sufficient human capacity to execute the contract, including at least 5 staff.

Award criteria

  • Quality of the offer (50%), including:
    • A successful track record of delivering similar research/deliverables to public and/or international bodies in the past three years,
    • A document describing the methodology proposed for collecting data.

  • Financial offer (50%).

Multiple tendering is not authorised.

Documents to be provided

•             A completed and signed copy of the Act of Engagement  (see attached)

•             For tenderers subject to VAT only: a quote, describing their financial offer, in line with the requirements of section C of the Tender File (see above);

•             Registration documents, for legal persons only;

•             A successful track record of delivering similar research/deliverables, preferably in a form of reference/links to assessments, analyses, reports, studies, etc. relevant to the experience the tenderer claims (in English or Turkish) in the last three years;

•             A document describing in detail the methodology proposed for collecting data (see Act of Engagement for more information),

•             Detailed CV(s), preferably in Europass Format, of staff/person(s), allocated to the execution of the contract, demonstrating clearly that the tenderer fulfils the eligibility criteria;

•             3 (three) relevant references, from previous employers or clients (please indicate only the name, surname, position/occupation and phone number or e-mail – the Council of Europe reserves the right to contact the references during the selection procedure).

All documents shall be submitted in English, failure to do so will result in the exclusion of the tender.

Submission of offers

Tenders shall be submitted by email only (with attachments) to the

ankara.office@coe.int email address. Tenders addressed to another email address will be rejected. Tenderers must include the following reference in subject line: Tender – D&R - Baseline.

All questions shall be submitted at least 5 (five) working days before the deadline for submission of the tenders (2 January 2023) and shall be exclusively addressed to the email address indicated above with the following reference in subject: Questions – D&R - Baseline.

Questions&Answers

Q1- We have an additional question. We wonder that how Council of Europe will support permission process for field work with prisoners, prison staff, judges, etc.?

A-1- The CoE is implementing the project in close cooperation with the Directorate General for Prisons and Detention Houses (DGPDH). Therefore, the permission, especially with regards to interviewing prisoners, will be granted by the DGPDH. Moreover one or two CoE staff will accompany the service provider during the interviews.

               

Q-2- We are subject to VAT in Türkiye and we have not a French VAT number and are not operating in an EU country. Thus, are we still able to get exemption certificate for VAT?

A-2- The project is being implemented in Türkiye and the invoices are prepared according to the tax system in Türkiye. Important note: The project is not exempted from VAT. Therefore, the tenders should propose a fee, including the tax.

 

Q-3- Is it possible to conduct online surveys, focus group discussions, and in-depth interviews with those participants such as CMB members, representatives of the Human Rights and Equality Institution of Türkiye and the Ombudsman Institution, Directorate General for Prisons and Detention Houses, and NGO representatives except prisoners and prison staff?

Q-4- Yes it is, but face-to-face interviews will be prioritized according to the need of the target groups.
