An online consultation meeting on internal review by the administrative authorities was held on 14 April 2022 to discuss, among other issues, national and international standards in the field. This is to contribute to decreasing of the caseload of the courts through improvement of the decision-making and internal review procedure by the administrative authorities.
Along with the involvement of the judges from the Ministry of Justice and pilot courts involved in the Project [1], representatives of the Council of State, the Court of Accounts, the Ombudsperson Institution, the Union of the Turkish Bar Associations, the Social Security Institution and the Turkish Human Rights and Equality Institution actively participated in the meeting.
Following the presentations of Council of Europe experts – Prof Dr Doğan Nadi Leblebici, Ms Caroline Daly and Ms Mary Cooke – on national and international standards on internal review by the administrative authorities and on good governance, participants shared their views and discussed possible measures and recommendations with the guidance of the meeting’s moderator Prof Dr Barış Övgün.
The Joint Project on Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State is co-funded by the European Union, the Council of Europe and the Republic of Turkey, and implemented by the Council of Europe. The Turkish Ministry of Justice - Directorate General for Legal Affairs is the end beneficiary of the Project. The Central Finance and Contracts Unit is the contracting authority of this Project.
