Court user satisfaction surveys started in June 2021 in selected administrative and tax courts (in Ankara, Istanbul, Izmir and Gaziantep) to identify the challenges faced by the court users and to develop recommendations evaluating expectations and experiences thereof, with regards to the quality of administrative and tax courts’ services, as had been envisaged in the Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State Project. This survey was conducted in line with the objective on introduction of satisfaction surveys in all courts and conducting thereof at regular intervals (Objective 6.8) of the Turkish Judicial Reform Strategy 2019-2023 and is included in the Roadmap for an Improved Administrative Justice System 2020-2023 developed under the project.
In the first phase of the survey implementation, a test took place in Ankara on 29-30 June 2021 by using the face-to-face interview method with 41 interviewees, before starting the field studies.
The field survey was conducted in Ankara, Gaziantep, Istanbul, Izmir Administrative and Tax Courts, and in Istanbul, Izmir and Gaziantep Regional Administrative Courts between 05-14 July 2021 by means of face-to-face interview method with lawyers and citizens.
In-depth interviews were completed between 10-24 August 2021. Focus group meetings will be undertaken in the first weeks of September.
The baseline report, which shall be based on the outputs and results obtained through the court users satisfaction surveys, as well as the in-depth interviews and focus group meetings, is expected to be finalised in October 2021.
The court user satisfaction survey is based on the CEPEJ methodology.
