First round of four working group meetings for development of training modules were held online with Council of Europe consultants and judges from selected courts, the Constitutional Court, the Council of State, the Regional Administrative Courts, the Council of Judges and Prosecutors, the Ministry of Justice, and court staff.
The meetings were held respectively on 18 June 2021 for the third module on Fair Trial and Reasonable Time; on 24 June 2021 for the first module on Legal Reasoning and Judgment Drafting; on 9 July 2021 for the second module on ECtHR and TCC Rulings in the Case Law of Administrative Justice and on 12 July 2021 for the fourth module on Case and Time Management for Court Staff.
The aim of the meetings was to discuss and receive feedback from the working groups on the training materials drafted jointly by the module authors and education and methodology experts; namely, Prof Sibel İnceoğlu, Prof Bahtiyar Akyılmaz, Prof Burak Gemalmaz, Assoc. Prof Tolga Şirin, Prof Serkan Çınarlı, Dr Erkan Duymaz, Dr Yusuf Sertaç Serter, Dr Serkan Yolcu, Mr Uğur Cem Türker, Prof Hasan Atak, Prof Cennet Engin Demir and Ms Marina Naumovska. The meetings provided a platform for sharing information on the first three sessions of the four modules and training implementation plans for pilot training, training of trainers and cascade training. The authors of the modules requested to receive recent case laws of the Turkish Constitutional Court and the Council of State to further elaborate and enrich the training materials.
The training modules are expected to be finalised during August and second round of reviews with members of the working groups are planned to be organised in September and October 2021.
