International Roma Day 2025: Celebrating Culture and advancing Equality

On 8 April, the world comes together to celebrate International Roma Day, the anniversary of the First World Romani Congress, held in Chelsfield near London from 7–12 April 1971.  This event was a turning point in the Roma political organisation and rights advocacy movement, as it called for Roma self-determination and international unity. During the Congress, the Roma flag was presented, alongside the anthem “Gelem, Gelem”, both of which remain symbols of unity, dignity, and identity for Roma people.

Today, we use the opportunity to honour the cultural heritage of the Roma people and their rich contribution to the common European heritage, while raising awareness about the ongoing struggles they face. This day serves as a reminder of the importance of equality, non-discrimination, and human rights for Roma communities around the world.

The Council of Europe has been working for over 50 years to ensure the recognition of the human rights of Roma and Travellers across Europe. Through its Committee of Experts on Roma and Traveller Issues (ADI-ROM), the Council of Europe reaffirms its commitment to promoting equality and non-discrimination and continues to work towards fighting antigypsyism in member states.

To raise awareness and promote Roma inclusion, the Council of Europe organises “Opre Roma!” month from 1 to 30 April 2025, in celebration of International Roma Day. This month-long initiative highlights the challenges faced by Roma and Travellers in Europe and raises awareness about the importance of Roma culture, language, and history.

The phrase "Opre Roma!" means to "Arise Roma!" and the “Opre Roma!” month features events across Council of Europe member States, as well as in Strasbourg, celebrating the Roma contribution to Europe’s cultural heritage. These events aim to increase public awareness about Roma and Traveller issues, create momentum for new strategic partnerships to promote inclusion, and raise visibility of the topic across member states. Additionally, they provide a platform to discuss the fight against antigypsyism, strengthen encourage pride in Roma identity.

The European Union and the Council of Europe have played a crucial role in supporting Roma integration policies, encouraging countries to adopt measures that promote equal rights and opportunities in education, employment, healthcare, and housing. The Roma Integration Phase III Joint Programme of the European Union and Council of Europe, is one such initiative dedicated to promoting Roma inclusion and empowerment across the Western Balkans region and Türkiye.

As we observe 8 April – the International Roma Day, it is important to reflect on the progress made and the challenges that remained in ensuring equality, dignity, and justice for Roma communities. The pursuit of Roma rights is ongoing, but through sustained awareness, advocacy, and effective action, we can foster a more inclusive and equitable society for all.
