Every court should collect data regarding the timeframes of proceedings that are taking place in the court.
The pilot training on Case and Time Management for court staff was held in Ankara in a face-to-face training format on 2-3 December 2021.
24 court staff from the Ankara Regional Administrative Court and first instance administrative and tax courts attended the pilot training.
This pilot training focused on time management to ensure trial within reasonable time as an element of the right to a fair trial. With the objective of completion of trial within reasonable time, it was aimed to improve knowledge and skills of the personnel to contribute thereto.
The pilot training addressed topics such as time management, administrative case procedure, Case Management System - UYAP (National Judiciary Informatics System), principles and procedures to be applied in official correspondence, teamwork in terms of time management, the European Commission for the Efficiency of Justice (CEPEJ) - SATURN Project, statistics in judiciary and data security.
Current theoretical approaches were applied interactively with support of practical exercises.
The training comprising two days and eight sessions was provided by Prof Dr Bahtiyar Akyılmaz, Prof Dr Serkan Çinarli, Uğur Cem Türker and Dr Fatma Betül Damar Çitak. In addition, Alparslan Boz, Seconded Judge from the Directorate General of Informatics of the Ministry of Justice, field expert Muhammet Dağcı contributed to the training as experts. Furthermore, adult training expert Prof Dr Cennet Engin Demir, measurement and evaluation expert Prof Dr Hasan Atak, who contributed efficiently to the preparation of training modules, participated in and evaluated the training.
Following the pilot training, training curricula and materials prepared for each module will be revised, training of trainers will be organised and a trainers’ pool will be created. Cascade trainings will start after the completion of training of trainers.
