RE-LAUNCH: Call for Tender – Fostering Women’s Access to Justice - Purchase of power banks

The Council of Europe is currently implementing a CoE/EU joint action on “Fostering women’s access to justice in Türkiye” and has launched a tender seeking for Provider(s) for the purchase of power banks with multi-coloured logos of the action stamped/printed on them. There has been a need for re-launching the tender as there weren’t any bids to be retained in the first call due to the incompatibility between the exclusion level and the technical requirements. Therefore, the tender is hereby renewed with an updated exclusion level and the number of power banks as well as further detailed technical specifications. 

 

Background of the Project

The “Horizontal Facility for Western Balkans and Türkiye – Phase III” is a joint co-operation initiative of the Council of Europe (CoE) and European Union (EU), co-funded by the EU and the CoE and implemented by the CoE. Horizontal Facility (HF) provides tailor-made support to reform processes.

 

One of the actions implemented under Horizontal Facility – Phase III is the action on “Fostering women's access to justice in Türkiye”, which will be implemented until 30 June 2026. This action is contributing to enhancing accessibility and quality of legal aid services for women and supporting key stakeholders, including civil society and to increase legal awareness and literacy among women in Türkiye.

 

Tender Requirements

The Council of Europe is looking for a Provider for the purchase of 350 power banks with multi-coloured logos of the action stamped/printed on it.

The minimum required technical specifications of the power banks are as follows:

  • 3 connections
  • Cable included
  • Compatible with Laptop & Smartphone & Tablet
  • Battery capacity: 20000 mAh
  • 45 W
  • Security requirements: overcurrent protection (akım koruması), power switch (devre kesici)

Assessment of offers

Eligibility criteria

  • Registration as a company in accordance with the applicable legislation
  • Compatibility of the product with the specified technical requirements

Award criteria

  • Quality of the offer (20%), including:
  • Experience of Provider in producing similar products (10%)
  • Technical quality of the product (proved with detailed explanation and photos) (10%).
  • Financial offer (80%).

Documents to be provided

  • A completed and signed copy of the Act of Engagement  (See attached)
  • 3 photos of power bank with a detailed explanation of the quality;
  • Track record of delivering similar services in the past year.
  • For tenderers subject to VAT only: a quote, describing their financial offer, in line with the requirements of section C of the Tender File (see above);

 

  • A list of all owners and executive officers, for legal persons only;
  • Registration documents, for legal persons only

 

Track record of delivering similar services in the past year and registration documents (for legal persons only) may be provided in Turkish. All other documents shall be submitted in English, failure to do so will result in the exclusion of the tender.

If any of the documents listed above are missing, the tenderer may be excluded from evaluation.

Submission of offers

Tenders shall be submitted by email only (with attachments) to the ankara.office@coe.int email address. Tenders addressed to another email address will be rejected. Tenderers must include the following reference in subject line: WA2J – Tender – Power bank.

The deadline for the submission of offers is 9 November 2023, 18.00 hrs (Istanbul time).

All questions shall be submitted at least 5 (five) working days (until 1 November) before the deadline for submission of the tenders and shall be exclusively addressed to the email address ankara.office@coe.int with the following reference in subject: WA2J – Question on Tender – Power bank.
