The fifth study visit under the Joint Project “Supporting Individual Application to the Constitutional Court in Turkey” was organized to the Constitutional Court of Spain in Madrid on 18-19 May 2017. A delegation of 18 participants consisting of the President, Vice President, members, Deputy Secretary General, chief rapporteur and rapporteurs of the Turkish Constitutional Court (TCC) participated in the study visit.
On the first day of the study visit, Presidents of both Constitutional Courts made presentations on the powers and competencies of the Constitutional Court of Spain and Turkey and exchanges were made on their experiences within the context of the relationship between ordinary legal remedies and individual application. On the second day of the visit, judges of the Constitutional Court of Spain informed the delegation on the concept of “special constitutional significance” within the individual application in Spain and the practices followed by the Constitutional Court of Spain in this regard. Finally, the delegation was briefed on the structuring of the Constitutional Court of Spain including its chambers, functions of the legal counsels and relations with media. Mr Zühtü Arslan, President of the Constitutional Court of Turkey had a bilateral meeting with Mr Juan José González Rivas, President of the Constitutional Court of Spain.
