Regional meeting for discussing the findings of baseline survey and assessment visit

The CMB members, enforcement judges, prosecutors and MoJ inspectors coming from different regions of Turkey discussed the preliminary findings of the baseline survey and assessment visit in the first regional meeting held on 21-22 October 2019 in Istanbul. 1 national and 1 international consultant facilitated the meeting.

After the presentations made by consultants on the findings of baseline survey and assessment visit, participants dividing into four groups discussed the findings on the following areas:

• Legal framework of the CMBs,

• efficiency, monitoring tools and monitoring methodology,

• trainings for CMB members and the members of other external monitoring mechanisms,

• İnternal coordination and cooperation with the other monitoring mechanisms.

 

The groups presented their recommendations to the consultants which will enable them to prepare a discussion paper. The document will be an important step to finalise the findings of the baseline survey and the assessment visit, thus providing a corner stone in strengthening the institutional and operational framework and capacities of the CMBs.

The meeting was organised within the Project entitled “Enhancing the Effectiveness of the Civil Monitoring Boards in Turkey in line with the European Standards” funded by the Sweden, Switzerland, the Republic of Turkey, the Human Rights Trust Fund and Canada.
