On 28 May 2021, the 5th Steering Committee Meeting of the Project on “Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of The Council of State” was held online.
During the meeting, a briefing on the progress achieved since the end of November 2020 was provided; covering the completion of the Roadmap for an Improved Administrative Justice System, a set of new guides and templates for court users and new guidance materials for administrative court staff, production of important outputs and recommendations (reports) for the Ombudsman Institution, preparation of the preliminary draft proposals for legislative amendment of the administrative laws, development of the training materials, the court user satisfaction surveys, publications and relevant visibility and awareness materials, as well as initiatives for designing of the case law database of the Council of State decisions. Exchanges were made on planning of future activities, and results of the recent notification in relation to the project activities and the draft report of the result-oriented monitoring mission.
Representatives from the Council of State, the Council of Judges and Prosecutors, the Ministry of Justice, the Ministry of Foreign Affairs (the Directorate for EU Affairs), the Union of Turkish Bar Associations, the Ombudsman Institution, the Delegation of the European Union to Turkey, the Central Finance and Contracts Unit and the Council of Europe, as well as the presidents of the Regional Administrative Courts acknowledged the progress and supported the possible extension of the Project. Deputy Secretary General of the Council of State Burakhan Melikoğlu emphasised the importance of the Project and expressed the institution’s readiness to embark on additional capacity building activities, in order to make full use of the opportunities it provides.
The Joint Project on Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State is co-funded by the European Union, the Council of Europe and Republic of Turkey, and implemented by the Council of Europe. The Turkish Ministry of Justice - Directorate General for Legal Affairs is the end beneficiary of the Project.
