On 30 June 2022, the 7th Steering Committee Meeting of the EU-CoE Joint Project on “Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State” was held in Ankara.
During the meeting, information on the project progress and achievements since late November 2021 when the latest Steering Committee Meeting was organised] was shared. Such achievements, among others, can be listed as the completion of the Midterm Assessment Report, official launching of the Roadmap for an Improved Administrative Justice System, completion of the court user satisfaction survey Report and the Media and Communication Plan, completion of the Training of Trainers, progress and planning related to Cascade trainings, completion of the Right to A Fair Trial in Administrative Justice in accordance with the Case-law of the European Court of Human Rights book, completion of the first consultation meeting on internal review by administrative authorities, meetings held on Alternative Dispute Resolution methods in the Turkish, German and French administrative justice systems, completion of the guidance materials related to administrative and tax law procedure, guidance materials for administrative court staff, preparation of brochures and videos on access to administrative justice, study visit to Germany to explore administrative justice system and completion of the first Regional Workshop on Unification of Case/Decision Codes of the Council of State with the Case/Decision Codes of the First Instance and Regional Administrative Courts.
Following presentation of the Project Sustainability Plan, exchanges were made on planning of future activities, and results of the recent notification in relation to the project activities and the draft report of the result-oriented monitoring mission.
The Deputy Minister of Justice and other representatives of the Ministry of Justice, representatives from the Council of State, the Council of Judges and Prosecutors, the Ministry of Foreign Affairs (the Directorate for EU Affairs), the Union of Turkish Bar Associations, the Ombudsperson Institution, Justice Academy of Türkiye, the presidents of the Regional Administrative Courts, the Central Finance and Contracts Unit, the Delegation of the European Union to Türkiye, and the Council of Europe Project team attended the meeting. The participants acknowledged the project progress, expressed their support for the planning of activities and provided their opinions on the Sustainability Plan of the Project.
The Joint Project on Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State is co-funded by the European Union, the Council of Europe and Republic of Türkiye, and implemented by the Council of Europe. The Turkish Ministry of Justice - Directorate General for Legal Affairs is the end beneficiary of the Project.
