The training on “Residence permits for the victims of human trafficking” delivered to experts of the Presidency of Migration Management in Türkiye

The training on granting residence permits to the victims of human trafficking was delivered to 51 experts from the Presidency of Migration Management on the 12 - 14 June 2022 in Izmir, within the framework of the Action on “Strengthening the human rights protection of migrants and victims of human trafficking in Turkey” under the European Union/Council of Europe Joint Programme Horizontal Facility II.

This training gathered eminent representatives of partner institutions such as Ms Gözde Özkorul, Director General in the Presidency of Migration Management, Mr Osman Koramaz, Head of Department of Protection for the Victims of Trafficking in Human Beings, and Mr Rifat Sagut, Public Prosecutor at the Court of Cassation of Türkiye.

The target group of the training was migration management officials mandated for issuing residence permits. A detailed overview was presented for different types of residence permits (permits linked to studies, tourism, work) and comprehensive sessions were delivered on the specificities and intricacies of special residence permits that should be granted to victims of human trafficking.

Sessions also focused on the identification of victims of human trafficking during the delivery of residence permits, as the victims often come to Migration Management offices for other types of residence permits, often accompanied by their traffickers. During the training, the risks of human trafficking, as well as the identification of victims were addressed. Highlighting the importance of Presidency of Migration Management’s mandate in the fight against THB, referral mechanisms for victims were also touched upon.

The training was highly participative, and valuable feedback was received from the participants concerning the current situation in the field. 96% of those participants who completed the post-training questionnaire reported that the training had made a significant contribution to their knowledge on the identification and referral of victims of trafficking in human beings.

 

This training was organised within the framework of the action “Strengthening the human rights protection of migrants and victims of human trafficking in Turkey”, part of the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019 - 2022”.
