Third Round of Training of Trainers for Conciliators

The third round of Training of Trainers activities was conducted in Ankara between 5-9 September 2022 within the framework of the European Union-Council of Europe Joint Project on “Promoting Alternative Dispute Resolution (ADR) in Turkey”.

The training activity was attended by representatives of the Directorate General for Criminal Affairs of the Ministry of Justice and the Council of Europe project team, national consultants with expertise on restorative justice and communication, an international consultant with expertise on adult training and 24 candidate trainers. The 5-day training covered nine modules on restorative justice, normative regulations in criminal justice, conciliation process, basic and ethical principles for conciliators, communication, negotiation, case study and practice, organisational structure of conciliation bureaux and UYAP portal features and adult training.

Results of pre-tests and post-tests administered to the participants showed that the level of knowledge in the respective training areas increased as a result of the training. The satisfaction rate from the training in terms of method and content was reported as 92% at the end of the training.

Following the completion of the training activities, the number of trainers who will provide basic training on conciliation will increase and a new trainers pool will be created. In addition, training content and materials to be applied in a uniform manner throughout Türkiye would have also been developed, contributing to the Ministry of Justice in further improving the basic training on conciliation through its reorganised training programme, content, and materials.

Out of 75 trainer candidates, 25 trainers who receive this training will be initially determined to become specialised conciliators by focusing on the topics of offenses involving juvenile parties, negligent injury offenses, offenses against bodily integrity. This will contribute to the achievement of one main objective of the project, which is to develop a conciliation model based on expertise and to assign specialised conciliators for special cases that require technical knowledge.

 

 

The Joint Project on “Promoting Alternative Dispute Resolution (ADR) in Turkey” is co-funded by the European Union and the Council of Europe and implemented by the Council of Europe. The Ministry of Justice of the Republic of Türkiye – Directorate General for Criminals Affairs and Directorate General for Legal Affairs are the end beneficiaries of the project. The Central Finance and Contracts Unit is the contracting authority.
