University Lecture on Individual Application before the Constitutional Court and the Right to Life Held at Ankara University

On 26 March 2025, Ankara University hosted a lecture on individual application before the Turkish Constitutional Court and the right to life.

The Dean of Ankara University Faculty of Law highlighted that this event is the first activity organised as part of the Faculty's centenary celebrations. He noted that such efforts not only offer valuable knowledge and broaden perspectives, but also mark the beginning of a new century in the institutional journey of the Faculty thus opening a new chapter in its long-standing history.

The session was led by a Constitutional Court rapporteur, who delivered a presentation on the right to life, focusing on the state’s positive obligations, negative obligations and the duty to conduct an effective investigation. He examined the impact of individual applications on shaping constitutional jurisprudence, emphasised the importance of implementing Constitutional Court judgments, and highlighted how individual applications have played a key role in strengthening the legal protection of the right to life in Türkiye. He presented case law from the Turkish Constitutional Court concerning the protection of the right to life, emphasising that the State holds negative obligations to refrain from any actions that endanger life, as well as positive obligations to take any actions, effectively investigate death cases and prevent any violations of this fundamental right.

The event brought together 160 participants and created a dynamic platform for interactive lively discussions. Students engaged actively, posing questions related to everyday life and sharing perspectives. Feedback from participants indicated that the lectures were highly enriching, fostering a deeper academic and practical understanding of constitutional justice and the protection of the right to life.

The Joint Programme on “Supporting the Effective Implementation of Turkish Constitutional Court Judgments in the Field of Fundamental Rights” is co-funded by the European Union and the Council of Europe and implemented by the Council of Europe. The Turkish Constitutional Court is the end beneficiary of the Project.
