The Symposium on "The Principles of Excellence in International Courts of Appeal and the Legal Framework of the Court of Cassation from the Perspective of Comparative Law" was held with international participation in the framework of the Joint Project "Strengthening the Institutional Capacity of Court of Cassation" at the Court of Cassation premises in Ankara on 19 June 2023.
Opening speeches were made by William Massolin, Head of the Council of Europe Programme Office in Ankara, Yılmaz Tunç, Minister of Justice, and Mehmet Akarca, First President of the Court of Cassation. The symposium was attended by Zeki Yiğit, President of the Council of State, Bekir Şahin, Chief Public Prosecutor of the Court of Cassation, Nevzat Özgür, Chief Public Prosecutor of the Council of State, Hasan Tahsin Gökcan, Deputy President of the Constitutional Court, Mehmet Akif Ekinci, Deputy President of the Council of Judges and Prosecutors, Rıdvan Gündoğdu, Deputy Chief Public Prosecutor of the Court of Cassation; and Fevzi Yıldırım, Secretary General of the Court of Cassation, presidents, members, rapporteur judges, prosecutors of the Court of Cassation, senior representatives of the Constitutional Court, the Council of State, the Ministry of Justice, the Council of Judges and Prosecutors and the Justice Academy of Türkiye, as well as international consultants and department heads of the Ankara Regional Court of Appeals.
Luigi Marini, Secretary General and Member of the Italian Court of Cassation, Bruno Cathala, Former Head of Department of the French Court of Cassation, Dr Matthias Hartwig, Max-Planck Institute of Germany, Juan Fernando Armengot Iborra, lawyer and legal advisor, Member of the Council of Europe and European Union CDCJ, CEPEJ, Dr Martin Manzel, lawyer and Dr Mustafa Saldırım, Deputy Secretary General of the Court of Cassation, also contributed to the sessions where examples from France, Germany, Italy and Spain were presented on topics such as court tools, working procedures and court culture to ensure consistency of case law within the Court of Cassation and other judicial bodies.
The Joint Project on “Strengthening the Institutional Capacity of Court of Cassation” is co-funded by the European Union and the Council of Europe and the Court of Cassation of Turkey is the end beneficiary of the Project.
