Roundtable meetings on the “Expectations from the Court of Cassation and Preparations for the Strategic Plan of the Court of Cassation for 2024-2028” were held on 4-5 and 12 May 2023 at the Court of Cassation premises in Ankara and Istanbul under the Joint Project on Strengthening the Institutional Capacity of Court of Cassation. Chamber presidents, bench members, rapporteur judges and public prosecutors of the Court of Cassation, representatives from Ministry of Justice, Council of Judges and Prosecutors and Justice Academy of Türkiye, consultants as well as presidents and head of departments of regional courts of appeal from Ankara, Istanbul, Kayseri, Konya, Bursa, and Sakarya attended the meetings where group work and plenary sessions were held with participants.
Ivana Goranić, LLM., Former Director of the Judicial Academy in Croatia, Member of the Negotiation Team with EU Ch 23 and 24, made a presentation on “The Role of the Supreme Court of Croatia in Ensuring Case Law Consistency, Working Procedures and Court Mechanisms”, Prof. İnayet Aydın, Faculty Member at the Faculty of Educational Sciences of Ankara University, presented on the “Management Processes and Human Resources Strategy in Institutions”, and Dr Mustafa Saldırım, Deputy Secretary General of the Court of Cassation, made an address on the “Method to be Followed in the Meeting, Expected Results, Distribution of Working Papers and Evaluation of the 2019-2023 Court of Cassation Strategic Plan”.
Mehmet Faik Ateş, President of the 10th Criminal Chamber of the Court of Cassation, Hikmet Onat, President of the 7th Civil Chamber, and Ümran Görmez, President of the 5th Civil Chamber, chaired the sessions on the relations between the regional courts and the Court of Cassation, the relations between the judicial actors and the Court of Cassation, and the working procedures of the Court of Cassation.
In addition to the presentations made, participants were invited to discuss arising issues in group work sessions and the results of the studies were evaluated.
Overall, the roundtables were successful and fruitful discussions provided a means for a way forward.
