Improving national coordination and international partnerships in Malta's future anti-trafficking strategy

On 13 October 2023, the Council of Europe organised an online workshop to present the preliminary draft assessment report on ‘Partnerships’ and its recommendations on how this important aspect of anti-trafficking work should feature in Malta's future anti-trafficking strategy.

The Chair of the Maltese Anti-Human Trafficking Inter-Ministerial Committee (IMC) and the Secretariat to the Human Trafficking Monitoring Committee (HTMC) agreed to clarify the roles of the IMC and the HTMC in light of international standards and good practices concerning the role of national coordinators and national rapporteurs. The Council of Europe consultants for this project, Kamelia Dimitrova and Colin Carswell and Bernie Gravett of the Counter Trafficking Network stressed the importance of formalising cooperation with civil society organisations, particularly with a National Referral Mechanism.

Participants stressed the need for better use of international cooperation mechanisms to address cases of human trafficking in Malta. The Financial Intelligence Analysis Unit (FIAU) presented its working methods to analyse information in the field of money laundering and tax evasion which could be used also to detect human trafficking.

The preliminary draft assessment report and its strategic recommendations will soon be finalised and integrated into the preparation of the national strategy and action plan to combat trafficking in human beings.

This activity was carried out in the framework of the Project “Supporting Malta in the design and implementation of a new anti-trafficking strategy”, which aims to contribute to the ongoing policy reform for combating trafficking in human beings in Malta. The project is co-funded by the European Union via the Technical Support Instrument, and implemented by the Council of Europe, in cooperation with the European Commission.
