Malta: final consultations prior to the adoption of the new Anti-trafficking Strategy

The Advisory Group (AG) to the Joint Project “Supporting Malta in the design and implementation of a new National Anti-Trafficking Strategy” held its fourth meeting (online) on 15 February 2024 with the participation of all of its members from the European Commission’s DG-REFORM, the Ministry for Home Affairs, Security, Reform and Equality (MHSR) of Malta, and its Human Rights Directorate (HRD) and Human Rights Initiatives Unit (HRIU).

The HRIU stressed the positive outcomes of four rounds of consultations since November 2023 on the drafts of the Anti-trafficking Strategy and National Action Plan which are now closing at the level of the Maltese Anti-Human Trafficking Inter-Ministerial Committee (IMC). The final drafts will soon be communicated to the Maltese Human Trafficking Monitoring Committee for approval before they are sent for adoption to the Ministerial Cabinet. All institutions are now engaged in cooperating actively to implement the Strategy on the basis of its concrete objectives and expected results.

The Council of Europe will support the preparation of the implementation phase with guidance and tools to strengthen national coordination and with the development of an evaluation and monitoring framework. This will also be supported by a communication strategy aimed at enhancing communication amongst national authorities regarding the anti-trafficking strategy as well as communication with victims of trafficking in human beings.

This activity was carried out in the framework of the Project “Supporting Malta in the design and implementation of a new anti-trafficking strategy”, which aims to contribute to the ongoing policy reform for combating trafficking in human beings in Malta. The project is co-funded by the European Union via the Technical Support Instrument, and implemented by the Council of Europe, in cooperation with the European Commission.
