The complaint was submitted by the association ASPAS (Association pour la Protection des Animaux Sauvages) in 2009. According to the complainant, the breach concerned human activities such as tourism and sport developments in mountain areas which were destroying the winter and reproduction sites of this species, also causing disturbances in these areas and in their calling sites, while hunting compounds the problems for the species.
