Convention on the Conservation of European Wildlife and Natural Habitats

The complaint was submitted in 2020 by the Ukrainian Nature Conservation Group on the raising of the water level of a water reservoir for the production of hydropower within the Emerald Network site “Bugzkyi Gard National Nature Park” (UA0000040), which could negatively impact the natural value of the area.

The complaint states that the artificial increase of the reservoir level will result in the flooding of sites with a high level of biodiversity as well as in the changing of the hydrological regime and artificial strengthening of the banks of the reservoir. According to the complaint, the affected site is home to many species protected under Annex I and II of the Bern Convention including notably the European otter (Lutra lutra).
