The complaint was submitted by 11 NGOs from Serbia in 2012 regarding ski tourism developments on the territory of Stara Planina National Park which might have a detrimental impact on a long list of protected species from the Appendices of the Convention and Resolutions No. 4 (1996) and No. 6 (1998) of the Convention.
