The complaint was submitted by 3 NGOs in 2011 concerning the building of a canal and industrial infrastructures in the city of Port Saint Louis du Rhône. The project threatened various species, protected under Bern Convention including Riella helicophylla, an endemic plant listed in Appendix I of the Convention which had no protection status in French law.
