In 2017, the Ukrainian Nature Conservation Group submitted a complaint on the construction of wind farms on the Emerald Network site "Polonina Borzhava", that could lead to significant danger for bat and bird species including migratory and predatory birds, of which many are protected under Annex II.
The Standing Committee mandated an on-the-spot appraisal (OSA) in 2021 which should also consider other complaints in Ukraine related to Emerald Network sites. An online advisory mission in 2021 and its resulting Recommendation no. 213 urged the authorities to cancel the plans, ensure correct EIAs, collaborate with concerned stakeholders, ensure better nationwide planning and zoning for renewable energy projects, and improve national legislation to avoid problems like this in the future.
