The 40th plenary meeting of the European Commission for the Efficiency of Justice (CEPEJ) took place on 15-16 June 2023 in Strasbourg. Mr Artashes Melikyan, Secretary of the CCJE, took part and contributed to this meeting on behalf of the CCJE. He recalled in particular the meeting, on 17 January 2023, of the Secretary General with the Heads of all monitoring and advisory bodies of the Council of Europe aiming at reinforcing their regular dialogue and co-operation. The CCJE and the CEPEJ Presidents also had a bilateral discussion within the framework of that meeting and explored the opportunities for developing the co-operation. Mr Melikyan thanked the CEPEJ President for his subsequent proposals as regards digitalisation of justice, case-weighting systems, creating a tool for calculating the workload of judges and other relevant aspects. Concerning digitalisation of justice, the CCJE Opinion No. 26 (2023) on the use of technologies in judicial systems, currently being prepared, will take into account the CEPEJ Guidelines on electronic court filing (e-filing) and on videoconferencing in judicial proceedings, as well as the CEPEJ Action Plan for 2022-2025: “Digitalisation for a better justice”.
Honorary Justice Francesco Depasquale, President of the CEPEJ, strongly welcomed developing further the co-operation with the CCJE and confirmed his availability for working together on the above-mentioned and other relevant subjects. He also underlined the importance of the standards developed by the CCJE so far, as well as the expertise and practical experience of its members who are all functioning judges.
It was agreed to continue regular exchanges and discussions and strengthen the co-operation, including through mutual regular participation in the plenary meetings of the CCJE and the CEPEJ and other possible means.
