Mr Antonio Vercher Noguera (Spain), President of the CCPE, spoke on 20 October 2021 at a webinar on the independence of prosecutors in Central Europe, organised by the OSCE’s Office for Democratic Institutions and Human Rights (ODIHR) together with the Prosecutor’s Office of Estonia.
The webinar gathered numerous serving prosecutors, including CCPE members, other legal professionals, academic community, independent experts. The participants discussed the level of independence of prosecutors in Central Europe based on the applicable law and procedural framework. The CCPE President highlighted the key points of the CCPE Opinion No. 13 (2018) on independence, accountability and ethics of prosecutors which in fact was used by many participants of the webinar as a reference point. He also spoke of the CCPE’s current work on the Opinion No. 16 (2021) on the implications of the decisions of international courts and treaty bodies as regards the practical independence of prosecutors. The participants of the webinar agreed, at the conclusion, that joint efforts in this direction remain necessary.
