The subject of this call for tender concerns the preparatory phase for the implementation of the project mentioned above. In collaboration with two local consultants, the service provider (leading consultant) will lead the work on the preparation of a feasibility study on the project accompanied by specifications for its implementation. The project is funded jointly by the European Union and the Council of Europe, and implemented by the latter.

The working language of this project will be French.
