Finnish Ministry of Finance publishes Peer Review Report on the revision of responsibilities and operational mechanisms at local and regional level

The Centre of Expertise for Good Governance (CEGG) mobilised senior officials from several Council of Europe member States to participate in this important intergovernmental cooperation activity.

Finnish authorities sought advice on the revision of responsibilities and operational mechanisms at local and regional level in the context of a recent territorial administrative reform.  The CEGG, through its close connection to the Council of Europe’s intergovernmental Committee on Democracy and Governance (CDDG), mobilised high-level peers from France, Germany, the Netherlands, Norway, United Kingdom and Spain.

The Peer Review, which took place in Helsinki 30 May – 2 June 2023 resulted in fruitful discussions with relevant Finnish ministries, municipalities, regional councils, well-being counties, academia and association of local authorities that were consolidated in the Peer Review Report with peers’ recommendations and examples.

On 10 October 2023, the Finnish Ministry of Finance strengthened this process with the publication of the Peer Review Report on its website, thus demonstrating its commitment to principles of good democratic governance by encouraging open, transparent and inclusive policy-making.

The Peer Review Process was implemented under the project “Delivering good governance and balanced local economy in Finland”,  co-funded by the European Union via the Technical Support Instrument 2022 and implemented by the Council of Europe’s Centre of Expertise for Good Governance, in cooperation with the European Commission.
