On 23-24 November 2017 in Kramatorsk (Donetsk region) the Forum “Decentralisation: the modern state and prospects for development” took place. This is the second discussion platform organised in the region by the Council of Europe Programme “Decentralisation and Territorial Consolidation in Ukraine” in 2017. The Forum was in co-operation with Donetsk Regional State Administration, Parliamentary Committee on State Building, Regional Policy and Local Self-Government and
Ministry of Regional Development, Construction and Municipal Economy of Ukraine. More than 200 persons including members of the Parliament of Ukraine, representatives of central and local executive authorities, local governments, international technical assistance projects, business and civil society participated in the event. The Forum created a dialogue platform on the path of the on-going reform in Ukraine, its specificities in Donetsk and Luhansk regions and solutions for further steps. During the two days a wide range of themes were discussed:
- human resources development in public administration as a precondition for successful governance,
- modern instruments of municipal development: inter-municipal cooperation and participatory democracy,
- new state regional development policy in Ukraine,
- economic self-sufficiency of industrial and agricultural amalgamated territorial communities,
- best practices of administrative service delivery at the local level.
In addition participants could visit various infrastructural objects in the region.
