Integrity, ethics, and good democratic governance are key to ensuring resilient local government in Malta

Thirty years on from the establishment of local government in Malta, the Parliamentary Secretary for Local Government, Alison Zerafa Civelli welcomed leaders of local and regional government to celebrate the 30th anniversary of the establishment of local government in Malta.

Integrity, ethical behaviour and good democratic governance were the focus of a training programme for elected and administrative officials of Local and Regional Councils. 

The Centre of Expertise for Good Governance, which has been supporting the Local Government Division in conducting a training needs analysis for local government in Malta, was invited to deliver a presentation on the 12 Principles of Good Democratic Governance.  This also served as an opportunity to present the draft Recommendation on Principles of Good Democratic Governance prepared by the European Committee on Democracy and Governance and to underline the importance of the Reykjavik Principles of Democracy and the standards and toolkits of the Centre of Expertise

Participation, accountability, integrity and transparency were among the key words that emerged during the interactive session that helped connect these principles to some of the most relevant toolkits of the CEGG.

The Council of Europe and the Maltese authorities will continue discussions on the preparation of a comprehensive capacity building programme to help Maltese public administration prepare for the challenges of the future based on the toolkits and standards of CEGG.
